Zelensky Asserts He Lacks Explicit Security Pledge from European Partners

President Zelensky has stated that European allies have failed to provide solid assurances that they will protect his country in the event of a future Russian attack.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after Britain and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to end the war with Russia is reached.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at talks in Paris on Tuesday.

Details of the Paris Talks

After the Paris talks, which involved some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.

Allies proposed that the US would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.

Moscow has thus far remained silent on the announcement made in the city of Paris.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "an essential component of our commitment to support Ukraine for the long-term".

He added: "It establishes the pathway for the juridical structure under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."

The Ukrainian leader praised that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - formally ratified, endorsed by legislatures, supported by the United States Congress - this question cannot be answered. And even if they do, you must ultimately depend primarily on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "mostly completed" their work on finalizing security arrangements.

Last week, the President indicated a settlement was "ninety percent complete".

Questions of land and security guarantees have been at the center of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.

Russian forces currently controls about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, though with more limited success.
